Diplomová práce se zaobírá problematikou zvládání důsledků sucha z pohledu krizového řízení. V Teoretické části je pojednáno o změnách klimatu ve světě a v Evropě. Dále se práce zabývá změnami klimatu v České republice a důsledky tohoto stavu. Další kapitola popisuje systém krizového řízení na úrovni kraje a obce s rozšířenou působností. Poslední kapitola teoretické části se zabývá zákonem o vodě, zásobováním obyvatelstva pitnou vodou a jak postupovat při vypuknutí mimořádné situace. Praktická část práce se zabývá opatřeními, jak zvládat sucho a jak jej monitorovat, jak na tom je vybraná obec, co se důsledků a dopadů sucha týče. Práce navrhuje, jaké změny okolí by se měli v obci provést, aby se nepříznivé následky sucha minimalizovaly. Jako poslední část, jsou návrhy, jaká řešení problémů sucha by se pro danou obec dala aplikovat, a to jak pro blízkou budoucnost, tak i pro vzdálenou budoucnost. |

The diploma thesis deals with the issue of dealing with the consequences of drought in terms of crisis management. The theoretical part deals with climate change in the world and in Europe. Furthermore, the thesis deals with climate changes in the Czech Republic and the consequences of this condition. The next chapter describes the crisis management system at the regional and municipal level. The last chapter of the theoretical part deals with the water law, drinking water supply to the population and how to proceed when the emergency occurs. The practical part of the thesis deals with measures how to manage drought and how to monitor it, how the municipality is chosen, the consequences and impacts of drought. The thesis suggests what changes in the environment should be made in order to minimize the adverse effects of drought. As a final part, there are suggestions on how to deal with drought problems for a given community, both for the near future and for the distant future. |
