Reforma obsahu veřejné správy a perspektivní úkoly s tím spojené jsou širokým a naléha-vým úkolem. Moje diplomová práce svým obsahem navazuje na transformaci veřejné sprá-vy po roce 1989 a na reformu její organizace a územní správy. Ze všech oblastí, kterými se tato práce zabývá, je nejvíce složitá a aktuální reforma veřejné služby. Proto se tímto téma-tem zabývám podrobněji. Popisuji veřejnou službu obecně v teoretické části, ale taky na-stiňuji současnou právní úpravu zaměstnanců státní správy a územních samosprávných celků. Pilířem diplomové práce je analýza služebního zákona, jeho nedostatků a rozbor možností nové komplexní úpravy právního postavení zaměstnanců ve veřejné správě. Na-konec uvádím přehled perspektivních úkolů reformy veřejné správy. |

A reform of the contents of public administration and the prospective tasks related with it represent an extensive and urgent task. The contents of my diploma thesis is a follow-up to the transformation of the public administration after 1989 and a reform of its organization and territorial administration. Of all the areas, with which this thesis deals, the most com-plex and topical is a reform of the public service. Therefore I deal with this topic in more detail. I'm both describing the public service generally in the theoretical part, and outlining the existing legal regulation of employees of public administration and regional self-government units. The pillar of the diploma thesis is an analysis of the Civil Service Act and its shortcomings and an analysis of the possibility of a new complex regulation of the legal position of employees in public administration. Finally I give a survey of prospective tasks of the public administration reform. |
