Tato bakalářská práce se zaměřuje na problematiku evakuace obyvatelstva z území zasaženého únikem amoniaku ze zimního stadionu v Uherském Brodě. Práce popisuje základní legislativní dokumenty z řešené oblasti, proces evakuace a orgány pro jeho řízení, složky Integrovaného záchranného systému České republiky a nebezpečné chemické látky zaměřené na amoniak. Dále práce obsahuje popis stávajícího způsobu evakuace, modelování úniků amoniaku a analýzu rizik s tím spojených. Na základě výstupů z použitých softwarových programů jsou navrženy další postupy evakuace doplněné mapovými podklady. Po domluvě s krizovým manažerem města Uherský Brod, bude práce sloužit městu jako podklad pro postupy při řešení situace spojené s únikem amoniaku ze zimního stadionu. |

This bachelor thesis focuses on the evacuation of the population from the area affected by the ammonia leak from the ice stadium in Uherský Brod. The thesis describes the basic legislative documents from the area, the evacuation process and the authorities for its management, the components of the Integrated Rescue System of the Czech Republic and hazardous chemicals focused on ammonia. Furthermore, the thesis contains a description of the existing evacuation method, modelling of ammonia leaks and analysis of the risks associated with it. Based on the outputs from the used software programs, addi-tional evacuation procedures are proposed, supplemented by map data. After agreement with the crisis manager of the city of Uherský Brod, the work will serve the city as a basis for procedures in solving the situation associated with the ammonia leak from the winter stadium. |
