dc.description.abstract	Tato diplomová práce zaměřená na posouzení a řízení rizik projektové dokumentace, s požadavkem začlenění nového prvku ERTMS - ETCS zabezpečovací techniky do probíhající realizace stavby, je věnována analýze bezpečnosti technických změn projektové dokumentace podle platné legislativy Evropské unie. V teoretické části je zpracován popis železniční infrastruktury, legislativy a zaváděného prvku ETCS, což je základ pro provedení analýzy. Techniky a metody použité pro provádění analýz a hodnocení se zaměřením na vyhodnocení technických rizik projektové dokumentace, porovnává skutečnosti spojené se začleněním ETCS do již probíhajícího procesu realizace stavby, se zaměřením na vyhodnocení a doporučení pro manažery infrastruktury. Výsledná doporučení upřesňují postup při zařazování kritického prvku infrastruktury do projektového řešení již realizovaného díla nebo přípravy stavby a následně stanovují odpovědnost jednotlivých struktur v oblastech řízení projektů.

dc.description.abstract-translated	This thesis focuses on the assessment and management of risks related to project documentation, with the requirement to integrate a new element of ERTMS-ETCS security technology into the ongoing construction. The thesis is dedicated to the safety analysis of technical changes in project documentation in accordance with the relevant legislation of the European Union. The theoretical part of the thesis includes a description of railway infrastructure, legislation, and the implemented ETCS element, which serves as the basis for the analysis. The techniques and methods used for the analysis and evaluation with a focus on technical risks of project documentation are compared with the facts associated with the integration of ETCS into the ongoing construction process, with the aim of evaluating and recommending actions for infrastructure managers. The resulting recommendations clarify the process for integrating a critical infrastructure element into a project solution that has already been implemented or is under preparation, and subsequently define the responsibility of individual structures in project management areas.
