Hlavním cílem diplomové práce je navrhnout metodiku pro aplikaci finanční kontroly ve vybrané obci formou metodických pokynů. V teoretické části je pomocí odborné literatury a platné legislativy zpracována oblast územní samosprávy, veřejných financí, a především finanční kontroly. Praktická část je rozdělena na dvě části, a to na analýzu a projektovou část. Nejprve jsou analyzovány stávající vnitřní předpisy obce a následně jsou navrhnuty nové metodické pokyny přímo pro její potřeby, které je možné začít ihned využívat. Pro obec byl vytvořen například návrh metodického pokynu, který kompletně upravuje výkon finanční kontroly. Na závěr práce jsou sepsána a shrnuta ucelená doporučení pro obec. |

The main goal of the diploma thesis is to design a methodology for the application of financial control in a selected municipality in the form of methodological instructions. In the theoretical part, the area of local self-government, public finances, and especially financial control is elaborated with the help of professional literature and valid legislation. The practical part is divided into two parts, namely the analysis and the project part. First, the existing internal regulations of the municipality are analyzed and then new methodological instructions are designed directly for its needs, which can be used immediately. For example, a draft methodological instruction was created for the municipality, which completely regulates the performance of financial control. At the end of the work, comprehensive recommendations for the municipality are written down and summarised. |
