Práce se zabývá problematikou výběru tras pro evakuaci obyvatelstva obce Olšany u Prostějova při nastalé mimořádné situaci. S využitím rešerše literatury a v souladu s platnou legislativou je popsáno základní dělení, způsoby a organizace evakuace a opatření s ní související. Na základě predikce předpokládané evakuace je provedena analýza tras a rekognoskace jejich současného stavu. Trasy a jejich rizika jsou následně vyhodnoceny pomocí metody analýzy rizik - skórovací metodou. Použity byly metody rešerše, analýzy, syntézy, indukce a dedukce. Metody byly použity ke zjištění současného stavu, k spojení do uceleného celku a výslednému návrhu, určení postupů a vyvození závěru. Výsledkem práce je realizovaný průzkum evakuačních tras, jejich vyhodnocení a postup evakuace obce v případě mimořádné situace. Pro potřeby evakuace byl zpracován návrh Plánu evakuace obce, s přehledem jednotlivých tras a postupu při evakuaci obce Olšany u Prostějova. Návrh byl zpracován na základě rekognoskace a vyhodnocení jednotlivých rizik. Aplikace průzkumu a návrhu evakuačních tras a Plánu evakuace je možná po provedení úprav dle místních podmínek, pro obce stejné nebo větší velikosti nacházející se v podobném geografickém prostředí s podobnými hrozbami. |

These deals with the issue of selecting routes for the evacuation of the population of the village Olšany u Prostějova in the case of an emergency. Using a literature search and in accordance with applicable legislation, the basic division, methods and organization of evacuation and measures related to it are described. Based on the prediction of the expected evacuation, an analysis of the routes and reconnaissance of their current state is performed. These routes are then evaluated using the method of risk analysis - scoring method, and a risk assessment is performed. Methods of search, analysis, synthesis, induction, and deduction were used. The methods were used to determine the current state, to connect into a complete unit and the final design, determine the procedures and draw conclusions. The result of the work is a survey of evacuation routes, their evaluation, and the process of evacuation of the village in case of emergency. For the needs of evacuation, a draft of the Evacuation Plan of the municipality was prepared, with an overview of individual routes and the procedure for evacuation of the municipality Olšany u Prostějova. The proposal was prepared based on reconnaissance and evaluation individually risks. The application of the survey and design of evacuation routes and the Evacuation Plan is possible after adjusting according to local conditions, for municipalities of the same or larger size located in a similar geographical environment with similar threats. |
