dc.description.abstract	Diplomová práce si klade za cíl identifikovat základní problémy, které brání obcím využívat strukturální fondy Evropské unie, dále pak identifikovat jejich potenciál pro tvorbu projektů a navrhnout nástroje a doporučení k řešení problémů, které zvýší efektivitu obcí v souvislosti s čerpáním finančních prostředků ze strukturálních fondů. Důraz při jejich sestavení je kladen na jejich praktickou využitelnost tak, aby bylo možné zvýšit efektivitu čerpání dotací ze strukturálních fondů. Tato diplomová práce by měla v první řadě sloužit obcím Olomouckého kraje jako vodítko pro získání finančních prostředků ze strukturálních fondů EU.	cs

dc.description.abstract-translated	This thesis aims to identify fundamental problems which prevent municipalities from using. European Union structural funds and to identify the municipalities' capacity to create projects and to propose problem-solving tools and recommendations which will increase the municipalities' effectiveness in respect of drawing of financial resources from the structural funds. In the course of creating thereof, emphasis is put on their use in practice in order to make it possible to draw subsidies from the structural funds more effectively. This thesis should, in particular, serve the municipalities in the Olomouc Region as a guideline for drawing financial means from the EU structural funds.	en
