Diplomová práce je rozdělena na teoretickou a praktickou část. V teoretické části se zabývám tím, jak je pojímána veřejná správa a veřejné finance, charakterizuji územní samosprávu, obec, sestavování a plnění funkce rozpočtu v obci, členění příjmů a výdajů a vymezení dalších základních pojmů. V této části dále popisuji controlling, kde se zaměřuji na finanční controlling a jeho užití v samosprávě. Praktická část je rozdělena na analytickou a projektovou část. Zde charakterizuji město Otrokovice z hlediska organizační struktury, technické infrastruktury či terciární sféry. Následně se dostávám k analyzování plánovaných a skutečně dosažených příjmů a výdajů. V projektové části se zabývám návrhem strategického plánu pro město Otrokovice, zaměřuji se na 5 klíčových oblastí změny, rozpracováváním rozpočtu roku 2007, plnění rozpočtu podle čtvrtletí a zprávou controllera, kde se zaměřuji na konkrétní položky. |

My diploma thersis is discerption at theoretical and practical part. The theoretical part is focused on the structure of public administration and public finance, I characterize municipal authorities, municipal unit, setting up and fulfilling the municipal budget, division of incomes and expenditures according and I define other basic concepts. I also describe controlling, with the main focus on the financial controlling and its utilization in public administration. The practical part is divided into the analytical and the project units. I characterize the town of Otrokovice from the organizational structure, technical infrastructure or tertiary branch points of view. Then I analyze planned and reached incomes and expenditures. The project part is focused on the proposal of the strategic plan for the town of Otrokovice, 5 key areas for changes, developing the 2007 budget, quarterly budget fulfilling, and the controller's report accenting the particular items. |
