Cílem bakalářské práce je analýza problematiky rizik a hrozeb ve vztahu k ochraně obyvatelstva ve správním obvodu obce s rozšířenou působností Hranice a seznámení se stavem jednotlivých složek Integrovaného záchranného systému, jako základního nástroje ochrany obyvatelstva, na teritoriu obce s rozšířenou působností Hranice. Sběr dat a analýza byla provedena studiem vztažných materiálů a rozhovory se zástupci krizového managementu města a jednotlivých složek Integrovaného záchranného systému. Teoretická část se zaměřuje na historický vývoj bezpečnostních a záchranných složek, na pojmy a legislativu problematiky, rozbor mimořádných událostí a seznámení s nástroji řešení mimořádných událostí. Praktická část analyzuje hrozby a mapuje připravenost jednotlivých složek Integrovaného záchranného systému na území obce s rozšířenou působností Hranice. |

The aim of this bachelor thesis is to analyze the risks and threats with regard to population protection and to give an overview of the forces of the Integrated Rescue System as a key instrument of the population protection in the territory of the municipality with extended authority ? Hranice. Data collection and analysis are based on studying materials and interviews with representatives of crisis management office and chiefs of the units of the Integrated Rescue System. The theoretical part focuses on the historical development of security and rescue services, the terminology and legislation, the analysis of incidents and the tools which are employed to address them.
