Diplomová práce je zaměřena na analýzu možných rizik u objektu zvláštního významu. V práci je analyzován objekt společnosti Čepro a.s. u obce Šlapanov, sloužící ke skladování, příjmu a výdeji velkého množství PHM, kdy z 80% jsou zásoby tvořeny státními hmotnými rezervami. Úvodní teoretická část je věnována obecnému seznámení s právními a technickými předpisy z oblasti ochrany budov. Následná praktická část identifikuje samotný objekt společnosti Čepro a.s. u obce Šlapanov a jeho okolí. Dále jsou v praktické části stanoveny jednotlivé scénáře možných poruch, provedena analýza a hodnocení rizik objektu. Metody jsou jednotlivě popsány, součástí je také popis dostupných počítačových programů umožňující řešení šíření škodlivin v prostředí a možnosti jejich použití v praxi. V závěru práce jsou vyhodnocena zjištěná rizika a navržena opatření zvyšující bezpečnost objektu. Při řešení této diplomové práce byly uplatněny teoretické znalosti získané ze studia na UTB a v konkrétních otázkách byla prováděna konzultace s odborníky složek IZS, krajského úřadu, pracovníky společnosti Čepro a.s., s vedoucím diplomové práce a dalšími pedagogy UTB a jinými odborníky. |

This thesis aims to analyze the possible risks to the object. The paper analyzes the Cepro a.s. structure near the village Slapanov, which is used for storing, receiving and dispensing large quantities of fuel, where 80% of the stocks are made up of state material reserves. The introductory theoretical part gives a general introduction to the legal and technical regulations on the protection of buildings. The latter practical part identifies the Čepro a.s. structure near the village Slapanov and its surroundings. Furthermore, there is an analysis of the requirements for the safety of the structure, followed by a discussion of various scenarios of possible failures and an analysis of these using the methods used in their risk assessment. The methods are described individually in the theoretical part of the thesis, which also includes a description of available computer programs Terex and Aloha, offering possible solutions to the distribution of pollutants in the environment and their practical uses. The thesis conclusion contains an evaluation of the identified risks and proposes measures to increase the security of these structures. The thesis applies theoretical knowledge gained from studying at UTB, where specific issues were consulted with IZS experts, the regional office staff at Cepro a.s., the tutor leading the thesis, other UTB educators and experts in he field. |
