Cílem mé diplomové práce je shrnout mé poznatky o zárukách zákonnosti ve veřejné sprá-vě. V teoretické části je obsažena definice a klasifikace veřejné správy, záruk zákonnosti a kontroly veřejné správy. V praktické části jsem se snažila o analýzu činnosti veřejného ochránce práv v České republice (podněty podané veřejnému ochránci práv a jejich zhod-nocení) a malé přiblížení kauzy v Chomutově - exekuce dávek v hmotné nouzi. V závěru jsou shrnuty poznatky o zárukách zákonnosti, veřejném ochránci práv a můj názor na exis-tenci této instituce v našem státě a právním systému, jako takovém. |

The objective of my thesis is to present the results of my research about the integrity of the law in the public sector. The theoretical section includes the definitions and classifications of the public sector, integrity of the law in the public service, and the governance and over-sight. In the second part, I offer empirical analysis of the activity of The Public Defender of Rights (Ombudsman) in the Czech Republic, comments submitted to the Ombudsman and their evaluation. I also study a case of the seizure of goods and chattels (including cash) of a financial assistance recipient in Chomutov. In the conclusion of the thesis, I summarize my findings and express my opinion on role of the Office of the Public Defender of Rights in Czech Republic and generally in the legal system. |
