Cílem této diplomové práce je v teoretické části charakterizovat integrovaný záchranný systém jako celek, okolnosti jeho vzniku, právní vymezení, jednotlivé složky integrovaného záchranného systému z pohledu obecné legislativy, jejich organizaci a strukturu, charakterizovat úkoly, které plní na místě mimořádné události, a zaměřit se na činnost Policie České republiky, Krajského ředitelství policie Jihočeského kraje při mimořádných událostech v uplynulých letech. Praktická část diplomové práce je zaměřena na rozhodovací proces velitele akce, možnosti využití manažerských informačních systémů a prováděné činnosti v rámci Policie České republiky, Krajského ředitelství policie Jihočeského kraje a složek integrovaného záchranného systému při mimořádných událostech. Současně upozorňuji na negativní skutečnosti, které komplikují součinnost složek integrovaného záchranného systému při zákrocích na místě mimořádné události. V závěru práce navrhuji některá, byť i částečná řešení, která mohou přispět ke zlepšení a zkvalitnění součinnosti složek integrovaného záchranného systému České republiky na místě mimořádné události. |

The aim of the theoretical part of this diploma work is to characterize integrated rescue service as a whole, circumstances of its origin and its legal delimitation, particular components of the integrated rescue service from the view of general legislation, their organization and structure; to characterize missions that are fulfilled during an emergency occasion and also to aim at activity of the Czech Republic's Police, South bohemian regional central office during emergency dealing within last years. The applied part of this diploma work is directed towards decision makings of an action commander, possibilities of management information systems and activities operated within Police of the Czech Republic, South bohemian regional central office and integrated rescue service's components during emergency dealing. At the same time I warn of some negative facts which complicate cooperation of integrated rescue service components during emergency dealing. At the end of the work I suggest some, though partial, solutions which can conduce to improvement of Czech integrated rescue service's components during emergency dealing. |
