Práce pojednává o právním postavení statutárních měst. Zabývá se historií a vývoji měst, vymezuje znaky právních předpisů a legislativní procesy uvnitř statutárních měst. Zhodnocením vymezení pojmu statutární město získáváme informace, za jakých podmínek je město označeno jako statutární, jaké jsou pravomoci uvnitř statutárních měst, jaké postavení mají městské části. Rovněž se dozvíme o kontrole a dozoru nad funkcí statutárních měst, zda fungují v souladu se zákonem. V praktické části je zpracováno postavení statutárního města Zlína, postavení jeho částí a vzájemné vztahy mezi městskými částmi. Dále se práce zabývá odtržením části Želechovice nad Dřevnicí, jaké důvody vedly obyvatele této obce k žádosti o oddělení od statutárního města Zlína. |

This paper discusses legal standing of statutory towns. It is engaged in the history and towns evolution, it defines legal regulations and legislative operations inside the statutory towns. Checking the definition of the statutory town concept are we getting informations about the conditions of marking the town as statutory, what are the authorities inside the towns, where stands the parts of the statutory town. We shall also get informations about audit and inspection of the statutory town Zlín is processed, where stands its townparts and each others relationships. Next the paper engaged in the secedition of the part Želechovice nad Dřevnicí, what was the reason, why inhabitents were leaded to apply for the tearing of the statutory town Zlín. |
