Cílem práce je popsat a zhodnotit fungování dobrovolných svazků obcí jako jedné z forem spolupráce obcí. Teoretická část práce se zabývá postavením obcí a sídelní strukturou v České republice, rozebírá motivy, metody a formy spolupráce obcí. Praktická část je zaměřena na dobrovolné svazky obcí ve Zlínském kraji, konkrétně na svazek Valašskomeziříčsko-Kelečsko a následně hodnotí fungování dobrovolných svazků obcí, uvádí příklady spolupráce obcí v zahraničí a navrhuje možná řešení problematických bodů. |

The goal of the thesis is to describe and to evaluate the functioning of the voluntary associations of municipalities as one of the form of the cooperation among the municipalities. The first part of the thesis deals with the position of the municipalities and with the settlement structure in the Czech republic. Thís part presents then the motives, the methods and the forms of the municipality cooperation. The second part focuses in the voluntary associations of municipalities in the region Zlín, in the association Valašskomeziříčsko-Kelečsko and evaluates consequently the functioning of the voluntary associations of municipalities.shows the examples of the cooperation among the municipalities from abroad and suggests the possible problems solvings. |
