Diplomová práce se zaměřuje na analýzu spolupráce Armády České republiky s integrovaným záchranným systémem České republiky v rámci přípravy občanů na obranu státu. V důsledku rostoucích globálních a lokálních hrozeb se stává efektivní připravenost občanů na různé krizové scénáře klíčovou pro udržení národní bezpečnosti. Tato práce poskytuje komplexní přehled stávající spolupráce, identifikuje klíčové slabé a silné stránky obou struktur a navrhuje možnosti jejich efektivnějšího propojení. Výzkum je založen na komparaci, kvalitativních rozhovorech a kvantitativní analýze dokumentů, včetně SWOT analýzy, která hodnotí silné a slabé stránky, příležitosti a hrozby zúčastněných stran. Výsledky ukazují na značný potenciál ve zlepšení vzdělávacích programů a ve vzájemné spolupráci mezi armádou a záchrannými složkami, což vede k doporučením pro zlepšení strategií a praxe v této oblasti. Práce přispívá k lepšímu pochopení dynamiky mezi vojenskými a civilními strukturami a poskytuje doporučení pro politické a strategické řízení těchto vztahů. |

The diploma thesis focuses on analysing the cooperation between the Army of the Czech Republic and the Integrated Rescue System in preparing citizens for state defence. As a result of an increasing number of global and local threats, effective citizen preparedness for various crisis scenarios is becoming crucial for maintaining national security. This thesis provides a comprehensive overview of existing collaboration, identifies key weaknesses and strengths of both structures and suggests ways to link them more effectively. The research is based on qualitative interviews and quantitative document analysis, including a SWOT analysis that assesses the stakeholders' strengths, weaknesses, opportunities and threats. The results show considerable potential for further development of training programmes and deeper collaboration between the military and emergency services. This leads to recommendations for improved strategies and practices in this area. The work contributes to a better understanding of the dynamics between military and civilian structures, and provides recommendations for policy and strategic management of these relationships |
