Diplomová práce se zabývá podílem jednotek požární ochrany města Olomouce na plnění úkolů při zřízení a chodu Krajského asistenčního centra pomoci Ukrajině Olomouckého kraje v období od začátku invaze Ruska na Ukrajinu po konec nouzového stavu. Práce se skládá z teoretické a praktické části. V teoretické části práce je popsána ochrana obyvatelstva a její opatření. Vymezuje integrovaný záchranný systém a blíže popisuje jednotky požární ochrany, které zabezpečují plnění úkolů ochrany obyvatelstva. Práce dále popisuje migraci a asistenční centra pomoci Ukrajině. Praktická část práce se věnuje popisu jednotek sborů dobrovolných hasičů města Olomouce, popisu Krajského asistenčního centra pomoci Ukrajině Olomouckého kraje. Zkoumá podíl na činnosti jednotek požární ochrany města Olomouce v Krajském asistenčním centru a vyhodnocuje jejich připravenost pomocí SWOT analýzy. Poslední část je věnována navrhovaným opatřením k eliminaci zjištěných nedostatků a zhodnocení očekávaných přínosů navržených opatření. |

The diploma thesis deals with the participation of the Olomouc city fire protection units in the performance of tasks in the establishment and operation of the Regional Assistance Centre for Ukraine of the Olomouc Region in the period from the beginning of the Russian invasion to Ukraine to the end of the state of emergency. The thesis consists of theoretical and practical part. The theoretical part of the thesis describes the protection of the population and its measures. It defines the integrated rescue system and closely describes units of the fire protection, that provide the performance of population protection tasks. The thesis also describes migration and help assistance centres for Ukraine. The practical part of the thesis is devoted to the Olomouc city fire brigade volunteer description, to the description of the regional assistance centre for Ukraine of the Olomouc region. It examines the participation of the volunteer fire brigade units of the Olomouc city in the regional assistance centre and evaluates their readiness by means of SWOT analysis. The last part is devoted to proposed measures to eliminate the identified shortcomings and the evaluation of expected benefits from the proposed measures. |
