dc.description.abstract	Cílem diplomové práce "Úloha starosty obce při řešení krizových situací" je identifikace a analýza základních problémů, s nimiž se starosta obce potýká v rámci výkonu funkce při zvládání krizových situací. Teoretická část analyzuje systém krizového řízení státu a procesní stránku zvládání krizových situací. Specifikuje působnost starosty obce v systému krizového řízení. Praktická část analyzuje výsledky dotazníkového šetření, které bylo provedeno se starosty obcí ve všech krajích ČR a expertního rozhovoru s pracovníkem krizového řízení Jihomoravského kraje. Výsledkem diplomové práce je metodická pomůcka pro starosty obcí ve formě přehledného manuálu, který je určen starostům obcí k lepší orientaci v problematice zvládání krizového řízení.

dc.description.abstract-translated	The aim of the diploma thesis " The role of a mayor in solving crisis situations" is to identify and analyze the basic problems that the mayor faces in the performance of his duties in crisis management. The theoretical part analyzes the system of crisis management of the state and the procedural side of crisis management. It specifies powers of the mayor in the crisis management system. The practical part analyzes the results of a questionnaire survey, which was conducted with mayors of municipalities in all regions of the Czech Republic and an expert interview with a crisis management worker in the South Moravian Region. The result of the diploma thesis is a methodological aid for mayors in the form of a clear manual, which is intended for mayors for better orientation in the issue of crisis management.
