Diplomová práce je zaměřena na problematiku kontroly hazardu dle zákona č. 186/2016 Sb., o hazardních hrách v kompetenci Celní správy České republiky a potírání nelegálního hazardu dle zákona č. 40/2009 Sb., trestní zákoník, v gesci Sekce 03 - pátrání, jako policejního orgánu Generálního ředitelství cel. Samotná práce je rozdělena na dvě části, a to na část teoretickou a praktickou. První část, teoretická, obsahuje jak historii hazardu, tak základní pojmy s hazardem spojené, dále právní rámec problematiky a kompetence Celní správy České republiky, jak v postavení kontrolního orgánu, tak orgánu výkonného. V praktické části jsou za pomoci SWOT analýzy identifikovány silné a slabé stránky, příležitosti a hrozby v boji s nelegálním hazardem na území České republiky a možná strategie návrhů zlepšení současného stavu. |

The thesis focuses on the issue of gambling control according to Act No. 186/2016 Coll., on gambling under the responsibility of the Customs Administration of the Czech Republic and the fight against illegal gambling pursuant to Act No. 40/2009 Coll., Criminal Code, in the gesture section 03 - Quest, as a police body of the General Directorate of Customs. The work itself is divided into two parts, namely, the theoretical and practical part. The first part, theoretical, contains both the history of gambling and the basic concepts associated with gambling, as well as the legal framework of the problems and competences of the Customs Administration of the Czech Republic, both in the capacity of the control body and the executive body. In the practical part, with the help of SWOT analysis, the strengths and weaknesses, opportunities and threats in the fight against illegal gambling in the Czech Republic and possible strategies for improving the status quo are identified. |
