Diplomová práce je zaměřena na vytvoření bezpečnostního plánu kulturní akce Uherskobrodská pouť. V první části představena problematika terorismu, mezinárodní nástroje boje proti terorismu, právní normy a další nástroje českého boje proti terorismu a probrána byla také problematika ochrany měkkých cílů. Dále je představeno město Uherský Brod a kulturní akce Uherskobrodská pouť, v něm pořádaná. Je zhodnocen současný stav zabezpečení v kontextu ochrany měkkých cílů, a následně vymodelovány exploze ve vybraných lokalitách akce. V závěru práce jsou vytvořena opatření, pro zlepšení ochrany měkkých cílů, v souladu s příslušnými bezpečnostními standardy a doporučeními, které vydalo Ministerstvo vnitra České republiky, a na jejich základě byl zpracovány bezpečnostní plán a karta akce pro orientaci v místě konání kulturní akce. Práce je využitelná pro zabezpečení nadcházejících ročníků kulturní akce, a může sloužit jako vzor pro tvorbu další bezpečnostní dokumentace. |

The diploma thesis is focused on the creation of a security plan for the cultural event Uherskobrodská pout. In the first part, we present the issue of terrorism, international instruments to combat terrorism, legal norms and other instruments of the Czech fight against terrorism, and the issue of protection of soft targets was also discussed. Furthermore, the town of Uherský Brod and the cultural event Uherskobrodská pout, organized in it, are presented. The current state of security in the context of protection of soft targets is evaluated and subsequently explosions in selected locations of the event are modeled. At the end of the thesis are created measures that improve the protection of soft targets, in accordance with relevant security standards and recommendations issued by the Ministry of Interior of the Czech Republic, and based on them developed a security plan and event card for orientation in the cultural event. The thesis can be used to secure the coming years of the cultural event, it can serve as a model for the creation of additional safety documentation. |
