Hlavním cílem mé bakalářské práce je navrhnout opatření na potlačování nelegální práce včetně jejich finanční náročnosti na veřejné rozpočty. V několika tematicky oddělených kapitolách byl blíže vysvětlen pojem nelegální práce a současný stav nelegální práce na území České republiky. Teoretická část byla nejprve zaměřena na základní pojmy nelegální práce, nelegálního zaměstnávání, povinnosti zaměstnavatele a zaměstnance, motivy a důvody nelegální páce. Dále pak bylo poukázáno na problematiku, která úzce souvisí s nelegální prací, a to zastřeného pracovněprávního vztahu tzv. "Švarcsystému". Poté byla popsána kontrolní činnost v oblasti nelegální práce, jeho kontrolní orgány, průběh kontroly nelegální práce, sankce za nelegální práci a celkové zhodnocení kontrolních činností. Nakonec byla provedena analýza současného stavu nelegální práce na území České republiky. V praktické části byly teoretické poznatky aplikovány prostřednictvím dotazníkového šetření a jeho následným vyhodnocením. Poté byly navrhnuty opatření na zlepšení situace. |

The main goal of my bachelor thesis was to propose steps to repress the illegal work, inc-luding its financial demands on public budgets. In several thematically separated chapters, the meaning of the illegal work and the current situation of the illegal work in Czech Republic was explained. At the beginning of the theoretical part, I focused on the basic concepts of the illegal work and illegal employment, obligations of the employer and the employees, and the motives and reasons for illegal work. I also pointed out issues that are closely related to illegal work, in particular covert labor-law relationship, also called "Švarcsystém". Then, I defined control activities in the area of the illegal work, its control bureau, processes of the control of illegal work, sanctions for the illegal work and overall evaluation of control activities. At the end of the theoretical part, an analysis of the current situation of the illegal work in Czech Republic was accomplished. The theoretical part´s findings were applied through a survey and the results were proposed to improve the situation. |
