Diplomová práce je zaměřena na analýzu hospodaření obcí v Mikroregionu Ostrožsko Veselsko pro vypracování návrhu ke zlepšení jejich hospodaření. Práce se skládá ze tří částí. První část se zabývá literární rešerší, která se týká vymezení systému veřejné správy, obce a jejích orgánů, hospodaření obcí, objasnění specifik účetnictví obcí a monitoring hospodaření obcí. V druhé části jsou představeny obce Mikroregionu Ostrožsko Veselsko, provedena analýza příjmů, výdajů a výsledků hospodaření, monitoring hospodaření za poslední tři roky. V závěrečné části je proveden návrh na zlepšení hospodaření obcí podle výsledků provedené analýzy a poté aplikace návrhu na vybrané obce Mikroregionu. |

The thesis is focused on the analysis of financial management of municipalities in the Microregion Ostrožsko Veselsko to draft proposals to improve their financial performance. This thesis consists of three parts. The first part deals with the literature review, which relates to the definition of public administration of municipalities and its institution, financial management of municipalities, clarification of the specific accounting of municipalities and monitoring of municipal finances. In the second part are presented municipalities of Microregion Ostrožsko Veselsko and an analysis of revenues, expenditures and financial results and monitoring for the past three years is made. In the final part is made a proposal for improvement of financial management of municipalities according to the results of the analysis followed by a proposal on selected municipalities of Microregion. |
