Předmětem disertační práce je návrh modelu systému řízení inovačních procesů ve vědeckotechnických parcích (VTP). První část shrnuje informace o vývoji a současném stavu zkoumané problematiky. Zabývá se významem řízení procesu výzkumu, vývoje a inovací (VaVaI), podporou VaVaI v politice České vlády, pojetím a významem VTP, potřebami inovačních firem, významem externích vazeb a formuluje východiska práce. V praktické části jsou stanoveny cíle, zformulovány základní hypotézy a uvedeny postupy a metody řešení. Část obecně - teoretická se zabývá definicemi, specifiky procesů, uvádí metody a postupy, vhodné pro využití při řízení VaVaI, při realizaci výstupů a komercionalizaci výsledků. Součástí disertační práce je výzkum, který byl proveden v českých a vybraných zahraničních VTP. Cílem bylo zjistit, jaký je stav systémů řízení a zda se management těchto VTP zabývá aplikací poznatků moderní teorie řízení ve svých vlastních řídících systémech. Výzkum byl rozdělen na 3 části: (1) tvorba a realizace strategie výzkumné organizace, (2) interní postupy řízení realizační fáze inovačních procesů a faktory, které je ovlivňují, (3) externí spolupráce a komunikace. Na základě výzkumné části byl navržen procesně pojatý model řízení VTP. Tento model byl dále rozpracován ve čtyřech vybraných oblastech, doplněn o řízení a hodnocení rizik a o moduly dlouhodobého plánu zvyšování kvalifikace v rámci procesu řízení znalostí. |

The thesis is aimed at proposing a management system model of the RDI processes in the technology parks. The first part summarizes the information related to current state of the issue of interest. It deals with the importance of administration of the RDI process, with support of RDI within the policy of the Czech Republic and the importance of technology parks. It deals with the needs of innovation companies, the importance of external relations and formulates the starting points of the thesis. In the practical part, the aims are set and the basic hypotheses are formulated, solution procedures are chosen and methods are included. The general theoretical part deals with the definitions and with specifics of the investigated processes. It introduces the methods and procedures and deals with the field of implementation of the outputs. The research carried out at the Czech and chosen foreign technology parks creates the part of the thesis. The aim of the research was to uncover the state of management systems and to find out, whether the park managements are concerned with the knowledge application of the modern management theory. The research is divided into 3 parts: (1) creation and implementation of strategies of the research organization, (2) internal procedures of administration of the implementation phase of innovation processes and factors which influence them, (3) external cooperation and communication. Based on the research part, a workflow technology park management model was proposed. The model was further developed in four selected areas, supplemented by management and risk evaluation and modules of the long-term plan of qualification enhancement. |
