Bakalářská práce ve své teoretické části charakterizuje veřejnou správu jako takovou, definuje základní pojmy související s dělbou kompetencí a popisuje vývoj první a druhé fáze reformy veřejné správy v České republice. Ve své praktické části je práce zaměřena na analýzu změn v dělbě kompetencí v reformách samosprávy po roce 1989. Poslední kapitola obsahuje rozbor základních problémů, které byly zapříčiněny realizací reformy. |

This Bachelor thesis in its theoretical part characterizes the public administration as a whole, defines the basic terms related with division of competences and describes the history of the first and the second phase of the reform of public administration in Czech Republic. In its practical part is the thesis oriented on analysis of changes of competences in the reforms of self-government after 1989. The last chapter contains the analysis of basic problems which were caused by realization of the reform. |
